What Jen said as well as, he was on his way to prison and the van almost collided with a car driven by Marty!. Jessica and someone else (forget his name but I think it was Sarah's brother) were in the car!. Both vehicles crashed, Todd could have escaped but stayed to help Marty, Jessica and the other person!. This prompted Jessica to make an appeal to the governor to parole Todd!.
