The episode is called "To CIR With Love", and it is available on abcfamily.com.
BTW - it is NOT season 3 yet. According to abcfamily.com, we are still in season 2 :)

you must have just missed it, because I looked at their site, and it's there now. The episode title is "To CIR with Love". I don't know if you can download it or not, but you can watch it. The next episode- season three, episode 2, comes on Monday night at 8p.m. eastern, 7 pm central time.
