What are the best ways to get it produced, and have it shown on Network TV or cable?

Answers: Are you kidding ? "Best ways" ?

You have to accept even the worst ways . The best way
is to inherit the money like Howard Hughes did ( from his
Diamond Drill for Oil Father ) and buy a studio.

Other than that you have to find an Agent who is open to
new clients ---

Then write the Script or have someone do it for you//
known writers can take a shortcut by doing a "Treatment"
or Synopsis of the Story.

Then the Agent if he accepts it will try to find funding
for what is called a "Pilot" ( A complete run of the
show which is shown to the Stations that might be
interested in doing the full number of Episodes
required for a particular type of show /

"Ideas" are a dime a dozen---but if yours is really
great ---register it with the Writers' Guild---then pitch
it to a group of intelligent people ( exclude friends and
relatives who don't want to hurt your feelings ! ) Make a pilot episode. Make a storyboard. Contact a producer from one of the TV stations and pitch your idea to him. The hard part is going to be getting an appointment with them.
