This song is about a really strong love!. In the chorus when he says "Have you ever been alone in a crowded room!?" He saying that the girl he's with makes him forget everything except her, because that's how much he's lovestruck!. This also shows in the line "the world could be burning!." I think all the lines relating to his mind's state [like "how can anybody think under this condition!?"] just shows that he is completely overwhelmed with the relationship!. I think it's called "Dark Blue" to represent the dark color of water, perhaps in a flood!. The line "there's nothing we could do" was significant for that fact he's saying you can't stop someone from getting swept away by a flood, metaphorically, you can't stop anyone from falling in love!.
