"Quality" and "easy to use" aren't terms that normally go together - whatever the product, whatever the application. I've used FL, it's not bad, but the stuff I made on it came out very 4/4 feeling - I never could get the hang of making it swing the way I wanted it to.
I use Reaper for my musical needs, but Reaper is not meant specifically for producing techno - it's a full-featured multi-tracking recording software suite. I like it because it isn't very expensive and can do everything Pro Tools can do - and it's a little easier to use. It can do it - the techno thing - but I don't think it would be easy.
Not as good as Samplicity... but it doesn't cost 1400 US$ either.
Anyways, I've heard of people using Sonar and Cubase to make tracks, but I haven't used either one, and I don't know anything about their ease of use.
Wow, I don't think this was all that helpful, was it? FL and Acid are the two most popular programs in terms of ease-of-use, everything else is either harder to use (because they'll be able to do more) or going to be on the chintzy side of things.
