I personally go with Chino XL on this one, since I've heard him spit some sick metaphors etc, and I've also heard him destory people in battles, whereas Immortant Technique (from what I've heard) spends his time talking about how awful life is for black & latino people, which I find makes him a very depressing person to listen to.

Ok...I'll put it like this.
Chino XL is better Lyrically, BUT!!!!!!!!
Chino XL does not posses the ability Tech has, when it comes to crafting songs with more substance.
Tech is more consistent "Great" songs, more so than Chino.
But like you asked, who is better lyrically....and when you say that word...it's no holds barred ..and Chino is Just toooooo Raw in that Category.

I agree with Deuce... Immortal Technique is way under rated. Chino.....well the first time I heard his name was when I was listening to 2Pac.. lol
They're just too completely different emcees. Chino XL is an amazing battle rapper, and that's what he's about. Immortal Technique is a political rapper who wants to talk about the ills of society. I don't know how you can compare the two.
