i had the same problem i just stuck at it and learned them

what i did was this - ok so play the chord 'c' and play all the strings from 5th to 1st on al the chords it's fun and easy
Buy Bert Weedon's book 'Play in a Day'. Beatles and Eric Clapton learnt from that.

It can be very boring sitting with a chord book just playing chords, it is better to get a songbook, with the chords, and play along with the recording of a favourite song. Learning a tune you know is fun, and while you will never sound like a produced record you will learn to be fluent in your chord changes. Learn in one key at a time, i.e. stick with the easy ones,C,F,G and the relative minors Am,Dm and Em. If you need to play in a different key buy a capo and move it up the neck, the chord shape for "Cmajor" becomes "Dmajor"2 frets up. It is easy to get discouraged, but you must practice and you must learn your scales, it takes time but it does happen, don't give up, fluency will come, best of luck.
