I want to say KISS because their gimmick with the makeup masked a highly overrated band. Since it ended up making them a commercial success, I guess it wasn't the worst one. Maybe when Tiffany started singing in shopping malls, bad places in their own right without needing bad music to complement them.

I love Prince and all...
but when he changed his name to a symbol, that was such a gimmick despite his claims and everything that was going on with him,
or even "doing interviews" during that time,
he cloaked his face and had girls sit on his lap and "talk" for him as he whispered answers into their ears instead of responding to the interviewer. Yet again, a gimmick.
The Village People's corny gimmick needs no explanation.
