An empty house just means that the house requires less direct attention than the areas of activity indicated by occupied houses!. Any activity that relates to the empty house is integrated into the activity of the house in which the ruler is located!.
If the 2nd is empty, he will have no money!. If the 6th, no employment; if the 7th, no marriage partner and so on!.

no!. 1) every house has a ruler - the planet ruling the house will tell you about that area of life by way of the house it occupies aspects it is involved in, etc!. 2) aspects to the empty house itself will tell you about the energies affecting the house!.

Like Vic said, you look at the sign on the house, say it's Aries, then you go see where the ruler of Aries is (what house)!. Since Mars is the ruler of Aries, you'd look to where Mars is, and the aspects to Mars too!.
