Is the rising sign often more powerful than the other signs?!

Question: My rising sign, Pisces, seems to be more "me" than my sun sign.

My sun opposes my rising. Mars, Jupiter, & Uranus (all 3 in water signs) trine my rising.

No, in and of itself, the rising sign is not more powerful than the sun and moon. They are equally powerful. However, when you throw aspects into the mix, then you can determine which is most powerful. A rising sign with lots of aspects will be more powerful then a sun or moon with no aspects. Also, if the sun is in fall or in the 3rd, 6th, 9th or 12 house, the light will be diminished. Because you have 3 other planets in water signs that trine your Pisces rising, I would definitely say that your rising will be very powerful in your life.
