It's not too complicated--just a vague Latin American accent with a few unpredictable weird touches (pronouncing Ted Nugent as "Tad Nugent," for example). Wilmer Valderrama's family is from South America, so it probably came easily to him. Rent some South American flicks such as City of God, and see if you can notice some of the speech patterns.
Spanish-based accents are actually pretty easy to pick up because they're so much more consistent than English. Once you've learned each consonant and vowel sound, it stays pretty consistent.
