Answers:
Gotham City, which was originally Manhattan before it was changed to a fictional city that no one could identify, has been situated in more modern comics on the Jersey coast in Ocean County!.

When Blüdhaven was introduced in the early 1990's, it was positioned several miles south of Gotham City, so DC put Gotham in Ocean County, which put Blüdhaven around where Atlantic City is!. And since Blüdhaven was portrayed as a city even more corrupt than Gotham, that's a good analogue to Atlantic City!.

As for Metropolis, it varies from "up the Hudson in New York state" (since DC Comics have established NYC exists in their universe, so Metropolis can't be at the mouth of the Hudson River) to "almost a twin city to Gotham City" (Frank Miller once said Metropolis was "NYC in the daytime" and Gotham was "NYC at night")

The Atlas of the DC Universe, published in the 1970's, established a pretty neat idea: it puts Gotham City in NJ on the northern side of the Delaware Bay (a few miles south of Atlantic City), and puts Metropolis on the southern side in Delaware!. But that's an unofficial source!.Www@Enter-QA@Com
