Well, downloading Naruto is illegal, no matter where you get it!. So, you will break laws if you download!. It's just a fact of life!. Now, if you are still wanting a download, your best way to go about it would be to use a torrent client (bitorrent, utorrent, etc) there are many sites that offer torrent downloads, but you need to be careful as to which site you choose!. Many have 18+ images and etc!.!.!.for Naruto and Bleach there is a torrent site that is safe!. Search on google "Dattebayo"
as for other anime, I don't know!. there are streaming sites similar to youtube that offer anime to view, but you need to sign up!.
