Sasuke is cool because he is cold to other that he feels inferior, strong, and almost emotionless. Usually the cool guy is the one who doesn't say much, and when he does something, he finishes with ease and no effort. Sasuke is just like this, he is the best in his class, so the people say that he is the cool one. The plus is that his cuteness adds to his emo personality. Being cool is just how he is and it works.
