the author of this e-card noted that this is JIN, a chara from anime SAMURAI CHAMPLOO but I a bit doubted it. cause I know JIN was a noble rounin from a famous dojo, mentioned in anime, always tied his hair and wear glasses. as in this e-card i think the author made his/her own version for JIN.
