Ross: (on the phone) Hold on a sec!. (To Chandler) You need not to touch any of those (Chandler quits playing with them)!.(on the phone) Ok, bye!. (hangs up) Well, Monica's not coming, it's just gonna be me and Rachel!.
Chandler: Oh!. Well, hold on camper, are you sure you've thought this thing through!?
Ross: It's laundry!. The thinking through is pretty minimal!.

He could have just as easily said "hold on there, captain" or "hold on there, amigo!."

In this context it means the same as "wait a minute buddy" or "stop a second, my good friend"!.
I don't know where the phrase originates, it sounds like something that might have been a catchphrase on a tv show or a commercial, or that might be said in the boy scouts!. A camper is someone who goes camping - we often say "I'm not a happy camper" when things go wrong!. I guess there's no one more miserable than an unhappy camper!. Www@Enter-QA@Com

It means someone who's at Summer Camp - it's something you'd say to a child usually - he's saying it because he thinks Ross hasn't thought it through and just acting without thinking about what might happen next like a child would!.

Im pretty sure it comes from the saying 'happy camper', a keen individual!. Chandler sees ross as being perhaps to keen and losing sight of things a little - he isn't giving it much thought!. Www@Enter-QA@Com
