In my opinion, The Big Bang Theory is the funniest show on the air!! I have no idea about Sheldon's sister!. It is possible you are referring to Penny played by Kaley Cuoco (you may have seen her in such shows as Eight Simple Rules)!. Penny is Sheldon's neighbor!.Www@Enter-QA@Com
