it depends on!.!.well!.!.if one of the people on the chopping block win P!.O!.V then they can use it on themselves but if someone else wins it then the HOH can agree to go along with decision the veto holder made or not!.!. hope this helps!.!.so the answer is no they cannot put the veto holder up cause the veto holder has semi-power!.
