I believe she is still alive & I was hoping that it was the Rani who picked up the Master's ring at the end of 'Last of the Timelords' too!! : )
After all, the Rani and the Master did work together in 'The Mark of the Rani' so it could be that they are still allies in a sense!?!?!?
also, the Rani, like the Master, is a renegade Time Lord/Lady and she didn't seem to be based in Gallifrey - like the Doctor and the Master she ran away to conduct her own nefarious experiments throughout time and space so chances are, she wasn't even on Gallifrey when it was destroyed!.
There is the whole question of how the Doctor would be able to sense her (being a Time Lady) if she was still alive - but if the Master was able to hide himself then I'm sure the Rani would be equally capable!.
I think the new season definitely needs more Time Lords and less Daleks so bring on the Rani!!!! : )
