It's from George Orwell's book 'Animal Farm' which is about animals on a farm but signifies corrupt and communist governments!. The phrase used in there to describe the fact that the pigs (the politicians etc) are always watching what the people (the other animals) do and controlling their every move is 'Big Brother is watching you'!.
