I just watched the show and I'm still a little confused!.
Can Ned take a person's life just by touching him/her!?
And no, that certain person has not died yet!.
Or, can Ned only take the lives of people who are already dead in the first place!?

If the person has not died yet, then Ned can touch them!. If they have already died and Ned brought them back to life once he can never touch them again because a second touch would kill them forever!.Www@Enter-QA@Com
Ned can not take a person's life by touching him or her unless he has already brought them back to life!. The only way he can take a life is by touching someone to bring them back to life, and not touching them again within one minute!. If he doesn't let them die again, someone else in the area will die in their place!. Www@Enter-QA@Com

if he touches a dead person they come back to life for only 60 seconds, but he has to touch them again or something else will have to takes its place!. and when he touches the faux live person so they become dead again!. they stay dead he cannot bring them back to life!.
