Question: What Simpsons episode is this!?
I've seen this a few times but I don't know what series it's from!. The episode is where Bart and Milehouse steal Police Chief Wiggams car and Bart gets tethered to Homer by a new judge called Constance Harm, for bad parenting skills!. I love this one because Homer has 'Night Terrors' at innappropriate moments and screams 'Cobras, arghhhh'!. Does anyone know what series it is from and what episode it is!?

It's the second episode from the 13th season!. It was meant to debut on the 4th of November, 2001 but it was pushed to the 11th of November because of the World Series!.
What happens: After Milhouse and Bart take a joyride in a police car; the new Judge Constance Harm decrees that Homer and Bart be tied together so Homer can learn to be a more attentive father!. Frustrated; The Simpsons then take the law into their own hands!.
Rating: Hilarious, 8/10!.

It's called The Parent Rap and is episode 2 of season 13!. I like the bit when Homer and Marge are on the pier and Homer says "oh Lord, guide this cinder block" just before he throws it at the judge!.Www@Enter-QA@Com
