I really don't know why he has got away with it so long - it is digusting and HMs have been removed for less than he is dishing out to Rachel!. Don't know what happened to 'zero tolerance of unacceptable behaviour', even if you wouldn't go as far to say it was bully (but I personally think it is) it is still harassment!. This should have been sorted but as Gartom said Daddy's probably footing the bill
