because michael thinks everyone loves him and the things he does so he tries to make the office SOOO fun and toby as and HR rep has the job of stopping him a lot

Because Toby tries to enforce the rules and Michael likes to make up his own and I think he feels a bit threatened by Toby!. Toby always tells him what he can and cannot do because he is the HR guy!.Www@Enter-QA@Com
