I'm not 100% positive however i have several ideas!.
1) They're trying to provide a variety of characters to represent the variety of people out there and he is just one of the quiter ones!.
2) He's quiet because he never has much to say!.

dude that has got to be my favorite cartoon!. i think ferb being quiet and him just saying random words makes the show much more interesting!. he knows how to play all the instruments there is!. i think he has a lazy eye too!.Www@Enter-QA@Com
