In the classic series I would have said Davros was definitely the most important as he was the original creator of the Daleks but in 'Remembrance of the Daleks' a faction of grey daleks rebelled against him in a sort of Dalek civil war!. Then the Emperor Dalek seemed pretty damn impressive in 'The Parting of the Ways' as it was him who enabled the daleks to survive after the Time War and evolve into the massive army we saw in the season one finale!.
So, having not seen tomorrow's episode yet, at the moment I would say!.!.!.!.!.

It was "Kaled" not kelad!.!.!.on Skaro, during the civil war that lead to the creation of the Daleks, it was the Thals who were fighting the Kaleds (see Genesis Of The Daleks)!.
Most important would have to be BOTH Davros and The Supreme Dalek because in Remembrance Of The Daleks BOTH were the leaders of their factions, but we don't know which direction the new story line is going to take!. Since our knowledge of the Red Dalek is limited (other than he looks freakin' scary and formidable) I'd go in this order for right now and leave the jury out until after the June 28th 2008 episode:
