Okay, it may have been on Comedy Central, years ago!. All I remember is-
-It was a parody of kids' shows
-There was a fish puppet giving kids a tour of a cookie factory and they had to splash water on him once in a while so he could breathe
-There was a guy dressed up like a baby and eating a big plate of ribs
