No, it's because back before TV, the greatest entertainment was creating art out of paper mache and inviting your neighbors to view it!. It was called, oddly enough, "Paper View!." TV just borrowed that phrase to link the new media with the age-old beloved paper-based entertainment!.
Now instead of paper mache art, we watch art films and still call it paper view!.
It's like how we still say album, or movie!.

I know, i was confused at first too, but its actually called:
Pay - Per - View
Meaning that each time you watch it you must pay in advance, so basically you have to pay for the program before you watch it, I'm really not sure why, but probably because of the Higher quality, most restaurants user pay per view programs to bring in costumers, because usually you wouldn't want to pay before you sit down to watch TV!
