Answers:
First of all I have to say this is a great question, and quite different from the usual "who was the best Doctor!?" or "who is your favourite Doctor" questions!. There is a big difference between "who was best as the Doctor!?" (that has always been William Hartnell in my view) and "who is the best actor who has played the character!?"
I would say that all ten actors (or 11 if you count Richard Hurndall as the first Doctor in "The Five Doctors") have been at least very good!. For me, however, four stand out as great character actors more than the others, with no disrespect to the other 6!.
Patrick Troughton, Paul McGann, Christopher Ecclestone and David Tennant are all great character actors, who have been known as such for many other roles apart from the Doctor!.
Patrick Troughton has had many very different roles both on TV and in movies!. For instance he was the first actor ever to play Robin Hood on TV, and has had some unforgettable roles in films like "The Omen" and TV series like "The Box of Delights"!.
Similar can be said for Paul McGann who has also had major roles in many films and TV series such as "Withnail & I" and "The Monocled Mutineer", all of which he has played brilliantly!.
Christopher Ecclestone before joining Doctor Who was widely acclaimed as one of the finest British actors in the world, with wonderful performances in the likes of "Our Friends in the North" and "The Second Coming "!.
David Tennant, of course, has also had a number of prominent roles in the likes of "Casanova", "Harry Potter and the Goblet of Fire", "The Secret Smile" and "Blackpool", but perhaps more importantly has been acclaimed as the "greatest stage actor of our generation"
Although all four of the actors mentioned above, have given some great performances in Doctor Who (Troughton most notably with his double role in in "Enemy of the World", McGann most notably in audio plays and Eccleston most notable in "Dalek"), David Tennant has given some of the greatest performances in Doctor Who's 45 year history!. His performances in the likes of the series 3 finale and other episodes like "42" and Gridlock" were just stunning!. For me, however, his performance in Paul Cornell's "Human Nature / Family of Blood" not only stands out as the best performance ever given by an actor in Doctor Who, but as the best performance seen on British television in many years!.

David Tennant! He is a brilliant actor and he brings a lot to the character!.
