It's "19" by British synth-funk artist Paul Hardcastle!. The song used audio clips from a 1983 ABC News documentary about the Vietnam War!. Hardcastle later had to remix the song for his self-titled album after ABC objected to the use of its footage (including a clip of the late Frank Reynolds giving the nightly casualty count) in the video; other archive footage and photos were subsituted!.
The narrator's voice is Peter Thomas (nowadays heard on TruTV's "Forensic Files")!.
