Answers:
The UK and Australia use the PAL (625-line resolution, 25 frames per second, or fps) broadcast standard!. The conversion process to the American NTSC standard (525-line, 30 fps) has several side effects including the hazy look you wonder about (another is a 4% speed-up in the audio pitch which most competent engineers fix during conversion)!.

To Molly B: Mexico uses the same NTSC standard as the US!.Www@Enter-QA@Com

I've heard the filming process is done differently- at a slightly different speed!. The correction process makes the image a little grainy!.

[That does not explain, however, why everything on the Spanish channels-news, novelas, and game shows alike-appears in ultra high key!.]Www@Enter-QA@Com
