Remember name of this kids tv show??!

anyone remember a uk kids tv program that aired in the 90's

it was based in a hotel and the hotel's chefs were grotesque looking puppets, the rest of the cast were real people

the opening credit sequence had an envelope opening above the hotel

thats all i remember
