I sometimes watch Family Guy on BBC and I can't work out what that Quagmire is about!? Is it something that makes more sense to people in the USA!? also, why does the baby have an English accent!?Www@Enter-QA@Com

Quagmire is a sex addict!. While he is a "woman hound," for the most part any sex will do!. He has even chosen to go with transvestites or outright men as long as they have a "feminine" appearance, all just to get sex!.
The comedy comes from how that sex addiction expresses itself; and how Quagmire attempts to deal with it when that addiction causes him to say something that goes too far!.
They gave Stewie the British accent for two reasons!. A baby is the last person anyone would suspect to either be a villain or cultured!. The villains in most movies are cultured and sophisticated, and the British accent lends itself very well to sounding sophisticated and cultured!. Which is why many villains in movies have British accents even when they aren't actually British!.
The comedy in Stewie comes from the irony of the baby being both the most cultured one in the show despite being the youngest one in the show; and also the irony of being the most evil one when a baby is the first thing people think of when they think of innocence!.

The fact that Stewie(the baby) has an accent and that he can only be heard and understood some of the time is sort of an ongoing joke on the show!. It's funny because it makes nooo sense!. You have to watch the show for a little while before you get the sense of humor!. Its the randomness of the show that is what makes it funny!.Www@Enter-QA@Com
