I think it was Liquid Television on MTV, during the mid-late 80's where it consisted of several shows all looped into one such as Pop Up video and Aeon Flux!.!.!. I think the one you are rememebring was called Dog-Boy!.!.!.Hre is an old episode on You TUbe, I watched it and it is still just as goofy as it was when I watched in when I was younger:
