First of all, he isn't human and we don't know how this sort of thing works for the Time Lords!.

The Doctor is an alien with a physiology that is almost entirely different from that of a human!. So as far as humans are concerned, the question of his sexuality is completely irrelevant!.
No matter how much a human fancies him, or he fancies a human come to that, they would be physically incompatible and it wouldn't work!. Apart from that, the idea that a 20 something human girl could possibly have any romantic interest in a 900+ year old alien who is the last of his species is more than a little difficult to believe anyway!. Certainly the most annoying aspect of the last three series for me!.
