Is the TV show NCIS a spin off of JAG???!

Question: Sort of - it depends on how literally you take the term. A spin-off is usually when one character from a show is "spun-off" into another show. This is like when Addison left Grey's Anatomy and they created the show Private Practice.

What they did in NCIS was more like having two shows in the same universe (like a "franchise), such as the Law & Order universe and the CSI universe. The NCIS characters were featured in two JAG episodes (8x20 Ice Queen and 8x21 Meltdown) for the express purpose of introducing the characters to fans, and then they had their real pilot episode in the fall.

As the CBS NCIS Wiki puts it...
"It is made and modeled from JAG, a show made by the same producer, Donald Bellisario."

As far as I'm aware, no characters have crossed over between the two shows since. (In fact, I think one of the actors from JAG actually played a completely different character, if I remember correctly.)

it most certainly is. Gibbs appeared in an episode of JAG before NCIS was released for the first season.

Naw. It's just another CSI show. Same character types, big expensive lab, impossible leaps of logic, oh yes, don't forget the not from this universe interrogations.
It's more "fomula" than 80's boy bands.

Yep! It sure was. Harm was accused of murder and NCIS was sent to investigate. I don't remember the episode number though... sorry.

Yes it is. I forgot how they did it, but to answer your question yes.
