no one ever listens to what a baby says, cos theyre just babies. so while they do understand him, they dont pay much attention

I'm pretty sure that when stewie talks to anyone but other babies or Brian, it would just sound like baby talk.
This has never been absolutely clear. Seth McFarlane did say adults understand but disregard him which sounds odd to me because of the things that he says sometimes. Brian always understands and many times it seems that adult strangers understand him too.
Sometimes I wonder..because it seems like its a "hit or miss" thing. I DO know that Lois heard Stewie in one episode, because he mutters something evil and Lois responded with "Stewie! Thats not very nice!" Then again, there are other times when the others seem completely oblivious to what Stewie is saying (or they're simply choosing to ignore him..not sure which.)
LOL your right, they treat Stewie like an after thought. and why does he have a british accent?
But, I think since he's a baby the adults can't understand him, why the dog can understand him is beyond me.
It seems to vary. Occasionally he gets a direct answer or response related to a question or statement he made.
