I think Toshiko is certainly dead (although with Torchwood you never know).
There was a suggestion on Torchwood Declassified, however that Owen might be back in the next series. Burn Gorman made the point that you didn't actually see what happened to Owen "he might have escaped into the sewers and have become King of the Weevils".
Also I read a report last week that Burn Gorman had signed a contract to appear in series 3. So it looks like he'll return.
I also read a rumour that Toshiko is to be replaced by Mickey Smith (played by Noel Clarke) from Doctor Who and that Martha Jones would also be back as a regular in series 3. Although I also saw another rumour saying that Mickey would become the Doctor's new companion. Whatever is the truth though, series 2 of Torchwood has been great, and I think it can only go from strength to strength in series 3
I reckon Tosh is dead for good. Owen may be back, but I doubt it. I think there will be new team members in the next season.

I think they're both dead, I think its quite significant that Tosh died with him after telling him she loves him and him admitting they had something between them so I dont think they would have played the scene that way if one or the other was going to be coming back.
It was so emotional, I had tears in my eyes LOL.
I think Owen isn't dead, as he already is. But I reckon Rhys will join Torchwood now.
