Wilmer bought it from the production company, although Kurtwood Smith supposedly "stole" the front license plate first.

According to E! True Hollywood Story, after That 70's Show unfortunately went off air, the cast members each got a chance to take something from the set. Wilmer Valderama chose the car and paid a little [like 1$], but Kurtwood had the lisence plate.
