What was the name of that show (90s)...?!

Question: Would have been considered a preteen/teen show I guess. I THINK it came on Disney but not entirely sure. The main character was a teenager, very petite with very big permed brown hair. The entire show was basically about how her family was poor and she was embarrassed, and she was in love with this popular guy. She would sit at her bedroom window and talk to the moon. Of course there was a nerdy next-door neighbor that was in love with her. There wasn't a dad in the show, just a mom and younger siblings. And they lived in the south or they were at least from the south; they all had southern accents. A boarder lived in their basement.

Can anyone tell me the name of this show... before I go bat-sh*t crazy.
