It's a labor issue. The costs more and complications and liabilities increase when employing a person under the age of 18. It's simply much easier to cast someone who looks young to play a young character.
A lot of the time it works out better anyway. Look at Superbad. Jonah Hill is almost 30 and Michael Cera is a couple years older than his character. The casting choice was perfect, though (the exception being Christopher Mintz-Plasse). The movie would not have worked with anyone else in those roles. Same deal with the folks in Fast Times at Ridgemont High and Dazed and Confused, and again in Friday Night Lights and One Tree Hill.

just think how the actors feel. i bet they are mad at having to play kids.
My good advice to you that you can give up to view television for some day . I think you will feel batter.
like on the old movie Grease sandy was actually like 30 when they filmed that movie
