Yes and no. They are not related by blood. Laura's biological parents are Gordon Gray and Lesley Williams. Rick Webber was Laura's adoptive father. (Rick Webber is Elizabether half-uncle.) So that does make Laura and Liz adoptive cousions, but the relation is not by blood. So Lucky and Liz are not blood relatives.

No Laura is Lesley's daughter. Lesley was married to Ric Webber who was laura's step-dad. I can't remember how Rick Webber and Liz's dad are related. Brothers maybe? But because laura was a step kid they aren't related. I think that's right.
By adoption, yes, they're cousins. Laura was adopted by her stepfather, Rick Webber, whose half-brother Jeff is Liz's father. But there's no blood relation and they didn't grow up together, so it's not really as squicky as it sounds.
