Alien Nation. Only had 1 season on Fox. It was both entertaining and thought-provoking.

I'd have a hard time choosing between Birds of Prey or Now and Again. If we're allowed to go a teeny bit beyond 20 years, I'd say Starman.
Either Cupid or EZ Streets. Both were great, and killed way before their time. Other contenders include Firefly, Jericho, Dead Like Me and Rome.
