The commentary on the Imaginationland DVD states that Cartman is not gay, he just wants to show control/domination and also create the most embarrassing/belittling situations for the others.
Cartman and Butters.
In the episode where Cartman was trying to prove Butters was gay and he had that picture, and the whole mess that ended up sending Butters to a re-education camp.
Besides, Cartman is more of a "top" and Butters definitely comes across as a "bottom".
Secretly, Cartman probably wants to be a bottom for Mel Gibson though.
