Fruits Basket has good animation and great Japanese voice actors.
You might also want to try Hayao Miyazaki's "Howl's Moving Castle". It's a drama, but it has some romantic comedy in it.
Well you could watch Naruto, which has a little tiny bit of romance, but has a whole lot of comedy to it. Its a great anime.
Zero no Tsukaima, Chibi vampire/ Karin, Yamato nadeshiko shichi henge (this anime is cute but they get to the romanctic things maybe in te 2nd or 3rd season ps they only had one season so far but from the manga it apparently gets romantics.) you can find these on www.veoh.com, or www.vidberry.com
Rosario to Vampire and Ouren high school host club are not romantic but they have a romantic quality so u should check it out 2
