The are both set in the "present". Atlantis is an offshoot of SG1 set in the Pegasus Galaxy where the lost city of the Ancients was found. The technology is different because when SG1 started you could consider it as if the military had found the Stargate technology in present times. As time has gone on they have encountered more races and technology then the technology has changed. The later seasons of SG1 are pretty technologically advanced.

One of the cool things about SG-1 was to watch the various seasons as the technology progressed. Season 1 was basic Earth technology and it slowly upgraded as the series progressed. I think it was season 5 or 6 that earth developed the F-301/F302, our first space/atmosphere hybrid interceptor. In season 6 we got the Prometheus, the first Earth battlecruiser, and as we remained allies with the Asgard we gained more of their tech, leading to the construction of the Daedalus class battlecruisers, which appeared in Atlantis season 2 and SG-1 season 9. Both shows featured Daedalus Battlecruisers, and in the final episode of SG-1, the Asgard installed their new high-energy plasma weapons on the Odyssey, and those new weapons were installed on the Daedalus and Apollo when they underwent refit.
