An ambassador is actually a Federation position, and an admiral is a Star Fleet position, so technically an Admiral would have authority on a Star Fleet vessel, unless agreement between Star Fleet command and the Federation council had been reached giving the Federation diplomatic corps jurisdiction over the vessel in question.
Admiral as military power, ambassador is just a figure head. That's what I believe
Admiral has the higher Starfleet Rank.

An ambassador is more of a representative of a planet, than just the ranking of an admiral in Starfleet.
