I have no choice but to say Peter.
Homer actually cares about his family, and most of the time would do anything to help his kids.
Peter pretty much does not care about his kids at all. Even if this is hilarious in the long-run.

Homer's not the greatest dad, but you know he cares about his children. It's just that he's nothing but an oversized kid himself and sometimes forgets how to act like a responsible adult.
Peter can be overly mean at times, especially to Meg. But when he is, hilarity ensues!
Well considering they have the same creator I would have to say they are equally bad but in the end they are funny and work things out with there problems

none are better parents than others but peter is defently funnier than homer.....lol
Peter is ten times worse. Homer really does care about his kids and does try to do what is best for them, he just sometimes doesn't know the best way to go about parenting.
Peter doesn't even try. And he is so mean to them for no reason most of the time.
