You know I have no idea (sorry) but I have wondered the same thing, like did they kill a bunch of janitors at a convention and decide their overalls were snappy? I don't know.
Someone weeves them for them. I could not resist that.
It is because the budget is too tight for them to make full body suits.
Would you rather they ran around naked?
I think Torchwood isn't on a huge budget so they can't afford to create a whole body suit for all the actors so they just stick them in a boiler suit and give them a mask and some hairy hands.
