You would think that someone would smell the alcohol on her breath. Why is she even at the hospital, wasn't she suspended?
They will probably address her drinking when either Jason confronts her for running Sam over after everyone and there mother thinks that liz did it or Tracy will start blackmailing her after Luke and Tracy figure it out.
Her alcohol is probably odorless and can't be smelled.

Well we know that Luke and Tracy plans to blackmail Monica over the drinking and hit and run but unless the cops accuse Monica of DUI and hit and run, no one else is going to address her about it at the hospital.
